  1. >Fare beaters might also feel emboldened, experts say, because heavy traffic and a lack of bus lanes means that bus service can be slow and unreliable. For some riders, it is simply not worth the price of admission.

I love this logic. Buses suck so much I won’t pay for them, but also I really want to use the bus so I’ll still use them.

Mass transit cannot work if it’s not funded. $2.90 for a bus fare (or $1.45 for seniors and people with disabilities) is perfectly reasonable. With 48% not paying, it’s not just the people who can’t pay that are not paying. The fact that it was only 18% in 2018 means the majority can pay but choose not to.

Start ticketing and holding these people up. Fine if you want the first ticket to be a warning and even allow judges discretion to waive fees for very low income riders. But people will steal if it’s acceptable to do so and the chances of getting caught are low enough. Change the math for them.

  2. Literally just make it free; collect the needed revenue from somewhere else. The cost of enforcement just isn’t worth it, especially this latest incident where NYPD shot up a subway going after a fare evader and got multiple people injured, including one passenger who got shot in the head.
