FEMA should exist solely to serve Americans in times of a disaster. It should have no other directive or duty and those using it for other purposes should be prosecuted. You’d think this would be self evident but Washington bureaucrats, given any opening, will exploit federal programs for their own pet projects. This is akin to embezzlement.
