You cannot determine a national vote “winner” with less than half of the electoral college reporting. Also, what does a state in this compact do if its’ popular vote runs counter to the rest of the country? Disenfranchise it’s voters? Like the disenfranchisement of the 14 million people who voted for Biden in the Dem primary?
